Throughout Randall Milstead’s career, he has spent years training school teachers, guardians, school marshals and others in firearms and reality based training in response to active shooter events.

Randall Milstead began his career as a public-school teacher, and taught for 7 years, first in New Mexico, and then Austin, Texas. From teacher, Randall moved into police work, where he served in the Austin Police Department. Officer Milstead received his commission through the Austin Police Department (APD) in 1984 and honorably retired at the rank of Corporal in 2010. During his career with APD, Corporal Milstead’s APD assignments included positions in Uniform Patrol, Special Weapons and Tactics (SWAT), Narcotics Division, Repeat Offender Unit, DTAC Bicycle Patrol and Training Academy Instructor.

Milstead served as Deputy Constable for 3 years in Hays County Precinct 4 in Dripping Springs, TX.

In 2015, Milstead became an Instructor at the Texas School Safety Center – Texas Institute for Criminal Justice Studies (ICJS) in San Marcos, Texas.

His 2015-2018 summit presentations included:

  • Plain Clothes Response to Violent Encounters (PCRVE) and First Officer In Locate (FOIL), a solo officer response to an active shooter.
  • Open Carry / Concealed Carry, Separating Fact from Fiction – Overview of legislative acts, HB 910 (open carry) and SB 11 (concealed carry on college campus) passed by the 84th Texas Legislature.
  • Overview of Civilian Response to Active Shooter Events

Milstead became an Advanced Law Enforcement Rapid Response Training (ALERRT) Instructor in 2011 and continues to serve in this capacity.

During his time as an Instructor, Milstead has co-developed ALERRT curriculums: PCRVE, SORD, and SORD Train the Trainer.
